New Board Rank 'LSD Guide'

It was suggested that we needed a new rank on these boards and I agree.

The following attachment was written by a Picogroup member as general guidelines for this new rank. We did some minor editing.

We are starting this with the first member receiving this rank by administrator appointment. Mick Jones is a good example of what the guidelines describe. I doubt there would be any one who did not agree with this appointment.

Only Picogroup members may nominate and vote when we do a vote on this because much of the really good stuff happens in the Picogroup area and only Picogroup members would be aware of members contributions there.

None of this is written in stone and is subject to change as needed but we wanted to get this implemented and see how it goes.
