If picosope master kit II is purchased through autonerdz and later a decision is made to purchase quad upgrade kit original 2 channel scope can be used on another pc?

Yes.  Certainly.  You can use the hardware on any number of PCs.  There are no restrictions as to how many PCs you can install PicoScope on.
