Can a Pulse generator wheel be responsable of.....

Hi guys i just need an answer from you guys.

I have a car with a spark timing fluctuation.

The knock sensor is not seeing any knocking and the ecu has been replaced.
The problem consist in - 15 degrees  in spark timing.

You can see it with the strobo light that the timing is in retard .The strange thing is that the ecu shows lets say 25 degrees advance but with the strobo you can only see 15. When i replaced the RPM sensor i noticed that the sensor was like hit by something and then i thought that maybe the pulse generator wheel has come loose or expanded with tie and broke.

Do you think this could be the problem?
